Authorizes installation of electrified security fences on manufacturing, industrial, and specified commercial properties (those storing, parking, servicing, selling, or renting vehicles and materials) powered by solar-charged batteries of no more than 12 volts direct current with specified output characteristics until January 1, 2028.

Requires fences to meet International Electrotechnical Commission standards (IEC 60335, Part 2-76:2018), include prominent warning signs at 30-foot intervals or less, and be no higher than 10 feet or 2 feet taller than an existing perimeter fence or wall (whichever is greater).

Prohibits cities and counties from blocking installation of compliant fences on qualifying properties or requiring permits beyond standard alarm system permits, though they may require an administrative permit if the fence abuts residential property or is within 300 feet of schools, parks, or childcare facilities.

Requires fences to include a device enabling first responders to deactivate the fence in response to emergencies if required by local jurisdiction.

Establishes a sunset date of January 1, 2028, after which prior law regarding electrified security fences becomes operative again, and declares this an urgency statute effective immediately.
