Moves the deadline for the State Air Resources Board to evaluate and report on greenhouse gas emissions reduction feasibility from December 31, 2035 to December 31, 2030.

Requires the state board to assess achieving an 85% reduction in statewide anthropogenic greenhouse gas emissions by 2045 compared to the emissions limit, versus alternative scenarios achieving net zero emissions by 2045.

Adds requirement that the state board report to the Legislature pursuant to Government Code Section 9795 and annually report to the Joint Legislative Committee on Climate Change Policies on progress toward established climate goals.

Directs the Legislative Analyst's Office to conduct independent annual analyses of the state's progress toward climate goals until January 1, 2030, with reports available to the public.
