Establishes the California Student Teacher Support Grant Program under the Commission on Teacher Credentialing to compensate teaching credential candidates during their required 600 hours of student teaching, contingent on legislative appropriation.

Sets student teacher stipends equal to the daily substitute teacher rate for the local educational agency where they are placed.

Requires participating local educational agencies to ensure student teachers pass criminal background checks and commit to completing their 600 hours of clinical practice and obtaining a teaching credential.

Mandates the Commission on Teacher Credentialing to issue requests for applications to all local educational agencies and annually report to the Legislature on program participation, teacher shortage impacts, and demographic composition of participants.
