Establishes reimbursement system for California state preschool programs with standard rates of $12,968 for full-day programs and $5,621 for part-day programs, commencing July 1, 2021.

Requires annual cost-of-living adjustments to reimbursement rates, except for fiscal years 2023–24 and 2024–25 when the adjustment shall be zero.

Contractors receiving standard rates as of December 31, 2021 shall be reimbursed at the greater of either the 75th percentile of 2018 regional market rates or their December 31, 2021 contract rate with cost-of-living adjustments.

Beginning July 1, 2025, contract reimbursement shall be based on the lesser of: the maximum reimbursable amount in the contract, net reimbursable program costs, or the product of adjusted child days of enrollment times the contract rate.
