Requires the State Department of Developmental Services, in consultation with the State Department of Health Care Services and the State Department of Public Health, to develop and implement a training program for care management professionals by July 1, 2025.

Training must cover Medi-Cal home- and community-based waiver programs, including the Home and Community-Based Alternatives Waiver, the Home and Community-Based Services Waiver for Californians with Developmental Disabilities, the Self-Determination Program Waiver, and the Medi-Cal Waiver Program.

Care management professionals must provide training to both hospital and regional center staff, with initial training required within 60 days of program implementation or employment.

Care management professionals must provide identified families with information and a navigation plan for Medi-Cal waiver programs when there is reason to believe a child would likely qualify, upon hospital discharge or as part of the regional center's individual program plan process.

Exempts the state from reimbursing local agencies and school districts for costs because the bill creates a new crime related to hospital care management professional violations.
