Requires public swimming pool owners and operators to maintain an operating telephone on or adjacent to the pool deck that is available and conspicuously labeled for emergency use at all times, with connections to either 911 or a certified central monitoring station.

Mandates that public swimming pools constructed on or after January 1, 2025, comply with the federal Virginia Graeme Baker Pool and Spa Safety Act.

Requires existing public swimming pools to be retrofitted to comply with the Virginia Graeme Baker Pool and Spa Safety Act whenever a construction permit is issued to alter the pool.

Establishes that where Virginia Graeme Baker Pool and Spa Safety Act requirements conflict with existing state requirements for wading pools and swimming pools, the federal act's requirements prevail.

Clarifies that no state reimbursement is required for local agencies or school districts because costs stem from creating a new crime or changing criminal penalties under Government Code Section 17556.
