Requires licensed pre-owned vehicle retailers to provide customers with a tobacco residue disclosure at point of sale, prior to transfer of ownership.

Disclosure must state one of three options: vehicle has not been tested for tobacco residue, has been tested and tobacco residue above 10 micrograms per square meter was found within last 90 days, or has been tested and no residue above that threshold was found within last 90 days.

Disclosure must be in the same language as the purchase agreement, at least 10-point font, separate from the purchase agreement, and signed by the customer acknowledging receipt.

Excludes from requirement: new motor vehicle dealers, manufacturers, automobile dismantlers, lessor-retailers, wholesale motor vehicle auctions, and dealers whose primary business is large construction, agricultural, and industrial equipment.

Finds that nicotine residue exceeding 10 micrograms per square meter signals potential presence of carcinogenic compounds that increase health risks, particularly for children under 5 and vulnerable individuals.
