Expands the definition of "personal information" under the Information Practices Act of 1977 to include information that "identifies, relates to, describes, or is capable of being associated with" an individual, rather than just information that "identifies or describes" them.

Adds specific categories of personal information including passport numbers, driver's license numbers, vehicle registration information, license plate numbers, insurance policy numbers, bank account numbers, credit card numbers, and health insurance information.

Changes Section 1798.60 to prohibit agencies from distributing, selling, or renting "personal information" for any purpose that has financial gain, expanding protection beyond just "name and address" as previously restricted.

Expands the misdemeanor offense for willfully requesting or obtaining records containing personal information from an agency under false pretenses to apply to the new broader definition of personal information.

Specifies that no state reimbursement is required because the bill creates a new crime or changes the definition of a crime within the meaning of state constitutional requirements.
