Secretary of Food and Agriculture must promulgate regulations adopting standards of identity for avocado oil by January 1, 2025, including quality, purity, labeling, packaging requirements, and measurement/analysis methods.

Violations of avocado oil standards constitute infractions, with second or subsequent violations as misdemeanors, enforceable by county agricultural commissioners.

Bill imposes state-mandated local program; no reimbursement required for costs related to creating new crimes or infractions, but other mandated costs eligible for reimbursement under Government Code Part 7 if Commission on State Mandates determines they exist.
