Authorizes California State University Trustees to transmit revenues from extension programs, special sessions, and self-supporting instructional programs either to the State Treasurer (for deposit in the State University Continuing Education Revenue Fund) or directly to campus chief fiscal officers.

Appropriates all revenues in the State University Continuing Education Revenue Fund to the trustees for support and development of instructional programs, with expenditures subject to annual budget approval except for revenue bond-related purposes.

Allows revenues to be pledged for acquisition, construction, and improvement of facilities for extension and self-supporting programs under the State University Revenue Bond Act of 1947.

Requires California State University to submit annual reports by March 31 to the Department of Finance and Legislature detailing revenues generated by source and campus, amounts transmitted to different accounts, and expenditures for the prior three fiscal years.

Expands existing trust account provisions to include moneys transmitted by trustees to campus chief fiscal officers from extension programs, special sessions, or self-supporting instructional programs.
