Establishes that public employees have the right to refuse to enter property at a primary strike site, perform work for a public employer involved in a primary strike, or cross/work behind a primary strike line without facing discipline or adverse action.

Prohibits public employers from directing employees to take actions related to crossing or working during a primary strike.

Allows recognized employee organizations to inform employees of these rights and encourage them to exercise them.

Voids any public employer policy or collective bargaining agreement provisions that limit or waive these strike-related rights, except for agreements entered before January 1, 2025, which require parties to negotiate over the bill's provisions.

Exempts fire department employees subject to Labor Code Section 1962 and specified peace officers defined in Penal Code sections from these protections; does not alter existing law regarding strikes by essential employees.
