California State Auditor must audit California State University and University of California on or before September 1, 2026, and every 3 years thereafter until January 1, 2036, to evaluate their ability to address and prevent sexual harassment on campus.

Audits of CSU and UC must evaluate systemwide policies and practices for consistency with federal and state law, assess systemwide office oversight of campus responses, and review two campuses from each system for policy adequacy, investigatory processes, and proportionality of disciplinary actions.

California State Auditor must audit a sample of no less than 3 community college districts on or before September 1, 2028, and every 5 years thereafter until January 1, 2044, to evaluate their policies and practices for detecting, addressing, and preventing sexual harassment.

Community college district audits must assess whether policies are consistent with federal and state law and best practices, review investigatory processes for improvement, and analyze substantiated complaints to determine if discipline was proportional and consistent.

Audit findings must be reported to the chairs of the Assembly Committee on Higher Education, the Senate Committee on Education, and the Joint Legislative Audit Committee.
