Prohibits manufacturing, selling, offering for sale, distributing, purchasing, or accepting for future use of firefighter personal protective equipment containing intentionally added PFAS chemicals, effective July 1, 2026.

Establishes civil penalties of up to $5,000 for first violations and up to $10,000 for subsequent violations, with individual firefighters exempted from personal liability.

Requires written notice to purchasers of firefighter PPE containing intentionally added PFAS chemicals, beginning January 1, 2022, with retention of notices for three years.

Mandates the Occupational Safety and Health Standards Board update safety orders within one year of the National Fire Protection Association updating NFPA 1971 Standard to include PFAS-free turnout gear requirements.

Includes legislative findings identifying PFAS as carcinogenic "forever chemicals" linked to tumors and noting firefighting as a Group 1 carcinogen occupation with elevated cancer risk among workers.
