Requires each community mental health service to establish a local youth mental health board with 8 or more members (minimum 5 in counties under 80,000 population), aged 15-23, appointed by the governing body

Board membership must include at least half mental health consumers or their family members and, to the extent possible, half enrolled in county schools, with representation reflecting county diversity including race, ethnicity, sexual orientation, and gender identity

Board duties include reviewing and evaluating the local public mental health system, advising county and school district governing bodies on youth mental health services, submitting annual reports, and reviewing performance outcome data

Governing body must include the youth mental health board in county planning process, assign supporting staff, and provide sufficient budget using planning/administrative revenues or other county funds

Behavioral Health Services Oversight and Accountability Commission must assess board establishment by December 30, 2027, and every 5 years thereafter, with recommendations to strengthen youth voice in behavioral health services
