Expands eligibility for California's cash assistance program to aged, blind, and disabled individuals regardless of immigration status if they meet SSI/SSP criteria but are ineligible solely due to immigration status.

Removes the requirement for individuals who are not qualified immigrants under federal law (8 U.S.C. § 1641) to apply for federal SSI benefits in order to receive state assistance.

Amends Chapter 10.3 of the Welfare and Institutions Code by repealing outdated provisions and establishing new operative sections contingent on an appropriation for implementation.

Makes the implementation of these changes dependent upon the Legislature appropriating funds expressly designated for Sections 18937, 18938, and 18939.

Imposes state-mandated local program costs on counties and provides for reimbursement pursuant to existing state mandate procedures if the Commission on State Mandates determines costs are state-mandated.
