Requires the Department of Insurance to review and consider updating its Safer from Wildfires regulations on or before January 1, 2030, and every 5 years thereafter to include additional building hardening measures and communitywide wildfire mitigation programs.

Mandates the department consult with the Office of Emergency Services, Department of Forestry and Fire Protection, Public Utilities Commission, and Office of Planning and Research to identify additional wildfire risk reduction measures for potential inclusion in regulations.

Requires a public participation process including at least one public meeting to solicit suggestions, a preliminary list made available for public review and comment, and a final list published before any regulatory amendments.

Directs the department to consider including construction materials on the State Fire Marshal's Building Materials Listing or materials compliant with Chapter 7A of the California Building Standards Code as part of the first regulatory update.

Requires the department to initiate rulemaking under the Administrative Procedure Act within 30 days of publishing a final list of building hardening measures if it decides to update the regulations.
