Requires the State Department of Developmental Services to review and update rate models beginning July 1, 2025, and every other year thereafter based on current cost inputs.

Mandates posting of updated rate models to the department's website no later than January 1 of the following year after each review.

Makes any provider rate adjustments resulting from updated rate models contingent on legislative appropriation through the annual Budget Act and federal funding approval.

Defines "rate model" as models included in the rate study previously submitted to the Legislature under existing law regarding community-based services for individuals with developmental disabilities.
