Zero-Emission Vehicle Market Development Office must develop a model permitting checklist, model zoning ordinances, and best practices for permit costs and review timelines to help local governments permit curbside charging stations as part of the Electric Vehicle Charging Station Permitting Guidebook.

Office must consult with local governments, electric vehicle service providers, and utilities when developing the curbside charging permitting materials.

Local agencies must develop a checklist of information required for complete permit applications for electric vehicle charging stations in public rights-of-way, identify applicable fees and charges, and identify criteria for appropriate installation locations.

Local agencies with populations of 250,000 or more must comply by January 1, 2027; local agencies with fewer than 250,000 residents must comply by January 1, 2029.

Establishes that electric vehicle charging station access is a statewide concern rather than a municipal affair, making these requirements applicable to all cities including charter cities.
