Expands California's existing address confidentiality program to include victims of child abduction (as defined under Penal Code Sections 278 and 278.5) and their household members, effective July 1, 2024.

Allows child abduction victims to apply for address confidentiality through the Secretary of State to prevent disclosure of their changed names or residential, work, or school addresses to protect their safety.

Requires the Secretary of State to designate agencies that provide counseling and shelter services to assist child abduction victims in applying for the program.

Includes child abduction prevention organizations in the list of entities that program participants can contact for information on legal services such as creating trusts or obtaining name changes.

Specifies that no state reimbursement is required for costs related to expanding the crime or its penalties, but other mandated costs shall be reimbursed pursuant to existing statutory procedures.
