Establishes the California Crime Victims Fund in the State Treasury with continuous appropriations to the Office of Emergency Services to support crime victim services eligible for federal Victims of Crime Act funding.

Authorizes courts to impose an additional "corporate white collar criminal enhancement" fine on corporations convicted of misdemeanors or felonies, with fines not exceeding the greater of two times the value of loss or $25 million, with collected funds deposited into the California Crime Victims Fund.

Requires courts to impose a separate restitution fine on corporations convicted of misdemeanors or felonies (up to $100,000 for felonies and $1,000 for misdemeanors), with 75 percent deposited into the California Crime Victims Fund and 25 percent distributed to the prosecuting agency.

Requires the Office of Emergency Services to seek guidance from the Victims of Crime Act Steering Committee on funding priorities and limits administrative expenses to 5 percent of available moneys.

Requires the State Treasurer to provide annual reports to the Legislature on amounts deposited into the California Crime Victims Fund.
