Adds Section 12022.65 to the Penal Code creating a new sentencing enhancement for property crimes committed in concert with others.

Imposes an additional consecutive prison sentence of 1, 2, or 3 years for any person who acts with 2 or more persons to take, attempt to take, damage, or destroy property during the commission or attempted commission of a felony.

Requires that the enhancement facts be charged in the accusatory pleading and either admitted by the defendant or found true by the trier of fact before the enhancement can be imposed.

Exempts the state from reimbursing local agencies and school districts for costs under Article XIII B of the California Constitution because the enhancement constitutes a change in criminal penalties.
