Requires owners, developers, or their agents receiving public funds for public works projects to provide specific records upon written request from joint labor-management committees, multiemployer Taft-Hartley trust funds, and certain tax-exempt organizations.

Mandates disclosure of records including bid requests and documents, executed contracts, contractor and subcontractor lists, inspection and work logs, workforce reports, and funding documentation related to public works projects.

Requires all disclosed records to be redacted to prevent disclosure of individuals' social security numbers, with exceptions allowing unredacted records to joint labor-management committees and Taft-Hartley trust funds.

Establishes a 10-day compliance deadline for providing requested records and imposes penalties of $100 per day per violation on owners, developers, agents, contractors, or subcontractors who fail to comply, with penalties deposited into the State Public Works Enforcement Fund.

Preserves existing public rights to request public works records under the California Public Records Act and does not require disclosure of confidential, proprietary information, or trade secrets.
