Adds promotion and support of state agencies and departments that acquire and steward state land, particularly the Department of Parks and Recreation, as a priority action for the Natural Resources Agency in achieving California's 30x30 conservation goal by 2030.

Requires the annual 30x30 progress report to break down state funding expended by each partnering state agency and department for land and water conservation, science and research, public outreach, and land management activities.

Modifies reporting requirements to include information on state funding invested in equitable outdoor access as part of the 30x30 goal equity analysis.

Recognizes state parks as essential to achieving the 30x30 goal, noting they comprise nearly one-quarter of California's coastline and protect over 150,000 acres of coastal redwoods and diverse ecosystems.
