Establishes diapers as a covered Medi-Cal benefit for children over 3 years of age diagnosed with a physical, mental, neurological, or behavioral health condition that contributes to incontinence.

Covers diapers for individuals under 21 years of age if necessary to correct or ameliorate a condition under Early and Periodic Screening, Diagnostic, and Treatment (EPSDT) federal standards.

Limits diaper coverage to an appropriate supply based on the diagnosed condition and age of the Medi-Cal beneficiary.

Requires the State Department of Health Care Services to seek any necessary federal approvals before implementation.

Implementation is contingent on obtaining federal approvals, ensuring federal financial participation is available, and receiving a legislative appropriation.
