Creates the California State University Transparency Act of 2024, requiring CSU to develop and maintain a public fiscal transparency website by July 1, 2026.

Website must allow public search and aggregation of CSU expenditures and transfers of state funds exceeding $25,000, including grants, contracts, subcontracts, purchase orders, and investments.

Website must display expenditure details including recipient name and address, amount, transaction type, CSU department making expenditure, program type, purpose, and items purchased (excluding individual person names).

Requires website to be searchable and downloadable, with user interface features allowing public feedback on website utility and recommendations for improvements.

Website must be updated monthly with expenditure information beginning July 1, 2026, with initial data covering fiscal year 2025-26.
