Establishes an Electric Vehicle Economic Opportunity Zone (EVEOZ) in Riverside County, administered by the Labor and Workforce Development Agency, upon legislative appropriation.

Authorizes the agency to partner with educational institutions to develop EV manufacturing education and training programs, including associate/bachelor's degrees, apprenticeships, technician certification, and charging station installation programs.

Allows the agency to partner with EV manufacturers and financial institutions to provide business incentives such as loans, tax credits, grants, and hiring subsidies for companies locating or expanding within the EVEOZ.

Requires EVEOZ programs to prioritize recruitment and enrollment of underprivileged workers and students residing within the designated geographical boundaries.

Requires the agency to collaborate with Riverside County in determining the geographical boundaries of the zone.
