Clarifies that the Qualified Applied Behavior Analysis Credentialing Board is a recognized national entity for certifying qualified autism service providers under health care service plan and health insurance policy requirements.

Expands acceptable accrediting entities for provider certification to include any national accrediting entity approved by the Secretary of California Health and Human Services, replacing the previous limitation to the National Commission for Certifying Agencies or American National Standards Institute.

Applies amendments to both Health and Safety Code Section 1374.73 (health care service plans) and Insurance Code Section 10144.51 (health insurers) to ensure consistent coverage requirements across plan types.

Maintains existing requirements that plans and insurers provide coverage for behavioral health treatment for autism and pervasive developmental disorder, and that they maintain adequate networks of qualified providers.
