Changes mileage reimbursement for CalWORKs welfare-to-work participants to be based on the current Internal Revenue Service standard mileage rate for transportation instead of regional market rates.

Increases monthly advance transportation payment from $100 to $200 for participants in assigned welfare-to-work activities.

Removes the provision allowing supplemental transportation payments when actual monthly costs exceed the advance payment amount.

Imposes a state-mandated local program on counties administering CalWORKs, with reimbursement to be made pursuant to Part 7 of Division 4 of Title 2 of the Government Code if the Commission on State Mandates determines costs are mandated by the state.
