Owners of domestic wells serving rental properties located within established testing programs must participate in those programs and request testing for all primary and secondary drinking water contaminants offered.

Domestic well owners must provide test results and information on how to read them to current rental property residents within 10 days of receiving results.

If test results show exceedance of primary drinking water standards and the owner or residents qualify for safe drinking water programs, the well owner must provide safe drinking water to residents.

Well owners are prohibited from imposing new charges, increasing fees, or raising rent on residents solely as a result of these testing and safety requirements.

The State Water Resources Control Board must post information on its website regarding testing program boundaries, qualifications, participation procedures, and how to access safe drinking water programs.
