Expands whistleblower protections by allowing auditors/controllers and their designees to receive reports of "improper governmental activity" in addition to fraud, waste, or abuse through hotlines and multiple submission methods.

Adds "misuse of state expenditures, including allocations, loans, or grants" to the definition of improper governmental activity under the California Whistleblower Protection Act.

Requires independent investigators to report findings to Assembly and Senate budget committees and the Joint Legislative Audit Committee when investigating allegations against California State Auditor's Office employees.

Requires the California State Auditor to send investigative reports to Assembly and Senate budget committees and the Joint Legislative Audit Committee when improper governmental activity is substantiated.

Extends whistleblower protections to contractors and subcontractors at the local government level and permits auditors/controllers to designate staff responsible for maintaining whistleblower hotlines.
