Prohibits manufacturing, distributing, selling, or offering for sale menstrual products containing regulated PFAS (perfluoroalkyl and polyfluoroalkyl substances) beginning January 1, 2025.

Requires manufacturers to use the least toxic alternative when removing regulated PFAS from menstrual products to comply with the law.

Mandates manufacturers provide distributors and retailers with a certificate of compliance stating menstrual products contain no regulated PFAS; protects distributors and retailers from liability if they relied in good faith on the certificate.

Establishes civil penalties up to $10,000 per day for violations, with courts considering factors including nature of violation, good faith compliance efforts, and deterrent effect when assessing penalties.

Authorizes the Attorney General, district attorneys, city/county attorneys, county counsel, or city prosecutors to bring enforcement actions; collected penalties go to the prosecuting office.
