Allows associations to adjourn director elections to a date at least 20 days later if quorum is not met, with the reconvened meeting requiring only 20% member quorum instead of the originally required quorum.

Requires associations to provide general notice of the reconvened meeting at least 15 days before the meeting date, including the meeting details, candidate list, and quorum requirement statement.

Requires associations to notify members at least 30 days before ballot distribution that a reconvened meeting may be called if quorum is not reached at the scheduled election.

Permits associations to conduct elections by electronic secret ballot in addition to mail-in voting, with text of proposed amendments deliverable by electronic means to members voting electronically.

Applies the same 20% quorum reduction rules for reconvened director elections to nonprofit mutual benefit corporations designated as common interest developments under Corporations Code Section 7512.
