Mandates the commission's annual report address how decarbonization policies, including electrification, may impact total energy costs for consumers across electricity, natural gas, and transportation fuels.

Requires large electrical corporations (1,000,000+ retail customers) and gas corporations (500,000+ retail customers) to study and report on measures to limit utility costs and rate increases.

Directs the commission to post the annual energy report in a conspicuous area of its internet website.

Exempts the state from reimbursing local agencies or school districts for costs resulting from this act's creation of new crimes or infractions under existing Public Utilities Act violation provisions.
