Expands the definition of "socially disadvantaged group" in the Farmer Equity Act of 2017 to include descendants of enslaved persons in the United States.

Requires multiple state agencies and entities (Wildlife Conservation Board, Department of Conservation, Department of Parks and Recreation, State Coastal Conservancy, Sacramento-San Joaquin Delta Conservancy, Sierra Nevada Conservancy, and Department of Water Resources) to award an additional 15% of scoring points to grant applications from socially disadvantaged organizations until January 1, 2031.

Defines "socially disadvantaged organization" as a nonprofit organization with a majority board of directors who are descendants of enslaved persons in the United States and articles of incorporation stating the organization serves socially disadvantaged groups.

Prohibits grant-awarding agencies from requiring socially disadvantaged organizations to provide matching funds, penalizing them for lack of experience or capacity, or requiring affidavits from board members confirming eligibility.

Makes all new provisions severable and sunset on January 1, 2031.
