Extends the Emergency Management Assistance Compact's inoperative date from March 1, 2028 to March 1, 2038, and its repeal date from January 1, 2029 to January 1, 2039.

Requires the joint powers authority administering the California Wildfire Mitigation Financial Assistance Program to submit a report to the Legislature by July 1, 2028, evaluating program cost-effectiveness, wildfire risk reduction, and financial assistance awards.

Extends the California Wildfire Mitigation Financial Assistance Program's repeal date from July 1, 2025 to July 1, 2029.

Report must include geographic distribution of awards, funding sources and amounts, barriers to project completion, and other information the Office of Emergency Services deems necessary to evaluate the program.
