Repeals the English Language Learner Acquisition and Development Pilot Program, a 3-year competitive grant program that was conducted during the 2007–08 to 2009–10 school years.

Authorizes holders of multiple or single subject teaching credentials to teach an additional commonly taught subject if they have demonstrated subject matter competence, without requiring completion of 20 semester hours of coursework.

Requires the Commission on Teacher Credentialing to issue preliminary multiple subject or single subject teaching credentials with subject matter authorizations to out-of-state teachers whose credentials already authorize teaching a commonly taught subject.

Requires the Commission on Teacher Credentialing to submit fingerprint images and related information of employees, prospective employees, contractors, appointees, and volunteers to the Department of Justice for background checks.

Extends coursework exemptions and graduation requirement flexibilities to pupils participating in a newcomer program who were enrolled before January 1, 2024, and allows school districts to voluntarily extend these provisions to other newcomer program participants.
