Removes the requirement that alternative payment program invoices be maintained in the unaltered original format in which they were created.

Requires the State Department of Social Services to ensure childcare providers are reimbursed at the applicable regional market rate ceiling for state-funded subsidized childcare services.

Requires alternative payment programs to provide payment to childcare providers prior to the day childcare begins, effective April 30, 2026.

Requires the department to issue guidance for prospective payments to alternative payment programs no later than April 30, 2025.
