Removes the $10,000 monetary limit on resources that nonminor dependents in foster care can retain and instead allows them to retain resources consistent with federal law under the Foster Care Independence Act.

Prohibits evaluation of resources obtained after initial eligibility determination from being used to redetermine eligibility during a single foster care episode.

Requires that Aid to Families with Dependent Children-Foster Care (AFDC-FC) state benefits be available to nonminor dependents who meet all other criteria but are determined ineligible for federal financial participation.

Establishes this as a state-mandated local program administered by counties, with no state reimbursement required as the costs are considered part of existing 2011 Realignment funding obligations.
