Expands $375 million in grants (2023-24) from the State Air Resources Board to fund zero-emission schoolbus purchases to include private contractors in addition to local educational agencies.

Expands $125 million in grants (2023-24) from the Energy Commission for zero-emission schoolbus charging or fueling infrastructure to include private contractors.

Defines "private contractor" as an entity under contract with a school district, county office of education, or charter school that owns a schoolbus used to provide transportation services.

Requires the State Air Resources Board to establish a minimum contract period for private contractors and develop a depreciation schedule determining repayment amounts if contractors do not provide services for the minimum period.

Extends funding availability for encumbrance until June 30, 2029, with three fiscal years after receipt for grantees to expend funds.
