Establishes the Reproductive Health Emergency Preparedness Program (RHEPP) to expand and improve access to reproductive and sexual health care in California emergency departments, including abortion and full-spectrum miscarriage care.

Requires the Department of Health Care Access and Information to administer RHEPP in collaboration with a California-based organization experienced in providing funding, training, and technical assistance for hospital emergency departments related to abortion, contraception, and pregnancy care.

Authorizes grant funding for emergency departments to provide medically accurate education, clinical training, clinical fellowships, mentorship services, medication abortion delivery, and training in medication abortion and aspiration techniques.

Requires the department to award grants on a competitive basis and establish minimum standards, funding schedules, and procedures for grant distribution.

Sunsets the program on January 1, 2030, and requires appropriation by the Legislature or availability of private funding to become operative.
