Requires the Public Utilities Commission, Energy Commission, and State Air Resources Board to include geographic mapping of renewable and zero-carbon energy resource locations in joint reports issued on or after January 1, 2026.

Mandates review of decarbonization needs from the building, heavy industry, and transportation sectors in reports issued on or after January 1, 2026.

Requires a statewide transmission plan in future joint reports that identifies existing and needed new transmission infrastructure, its location, and barriers and benefits to deployment.

Maintains existing state policy requiring 90% of electricity from eligible renewable and zero-carbon resources by December 31, 2035, 95% by 2040, and 100% by 2045.
