Authorizes the California Transportation Commission to relinquish all or a portion of State Route 83 within the City of Chino's jurisdiction to the city, contingent on a determination that relinquishment is in the state's best interests and an agreement between the Department of Transportation and the city.

Requires relinquishment to become effective the day after the county recorder records the relinquishment resolution containing the commission's approval of terms and conditions.

Specifies that any relinquished portion of State Route 83 ceases to be a state highway upon the effective date of relinquishment.

Prohibits any relinquished portion of Route 83 from being eligible for future adoption under Section 81 of the Streets and Highways Code.

Mirrors existing relinquishment procedures already authorized for the City of Ontario regarding Route 83 within that city's jurisdiction.
