Authorizes the State Water Resources Control Board to accept moneys from donations, grants, contributions, or contractual agreements from public agencies for planning, permitting, or providing technical support for projects of public benefit within its jurisdiction.

Expands existing authority that previously limited donations to permittees updating water quality control plans.

Requires all funds received to be deposited and separately accounted for in the State Water Pollution Cleanup and Abatement Account, expended according to the terms of the donation, grant, or agreement.

Defines "projects of public benefit" to include climate change adaptation, ecosystem protection and restoration, water recycling, stormwater capture, water conservation, emergency preparedness, flood management, ambient water quality monitoring, research, and environmental justice.

Mandates the state board provide public notice of its intent to accept moneys and describe the associated public benefit in accordance with Government Code Section 11125 meeting notice requirements.
