Expands the definition of "emergency" under the Public Contract Code to include immediate actions to prevent or mitigate loss or impairment of life, health, property, or essential public services caused by the impacts of homelessness.

Authorizes county boards of supervisors to take directly related and immediate actions required by significant emergencies without requiring competitive bidding for contracts.

Requires any action taken under this authority to be authorized by a majority vote of the county board of supervisors, with the board finding that the emergency work is necessary based on evidence in meeting minutes or statements.

Defines "significant emergency" to include states of emergency under Government Code Section 8558, emergency repairs needed for continued county service operations, and emergency work necessary to avoid danger to life or property.
