Expands California Environmental Quality Act (CEQA) exemption to include public projects for institution or increase of passenger rail service using exclusively zero-emission trains, located entirely within existing rail or highway rights-of-way.

Exemption applies to projects including construction or rehabilitation of stations, terminals, or existing operations facilities for zero-emission passenger rail service.

Projects exceeding $100 million must complete a project business case, racial equity analysis, hold at least three noticed public meetings before exemption determination, and conduct two noticed public meetings annually during construction.

Projects exceeding $50 million must hold noticed public meetings and provide public notice through newspaper publication, onsite posting, or internet/social media.

Exemption requires lead agency certification that project will be completed by skilled and trained workforce, with exemption remaining in effect only until January 1, 2030.
