Requires the Invasive Species Council of California to prioritize exclusion and prevention practices, early detection and rapid response, and integrated pest management in all council activities.

Defines "integrated pest management" by reference to Section 11401.7 of the Food and Agricultural Code.

Defines "invasive species" as nonnative organisms that cause or are likely to cause economic or environmental harm, excluding humans, domestic livestock, and domesticated species exempted under Fish and Game Code Section 2118.

Maintains the council's existing structure of six members representing state agencies (Agriculture, Natural Resources, Environmental Protection, Transportation, Health and Human Services, and Emergency Services).

Approved by Governor on September 27, 2024, and filed with Secretary of State on the same date.
