Requires the California Transportation Commission (CTC) to convene a task force to study the relationship between vehicle weight and injuries to vulnerable road users (pedestrians, cyclists) and road infrastructure degradation.

Task force must include state agencies (Office of Traffic Safety, Department of Motor Vehicles), local transportation agencies, safety advocates, and automobile industry representatives.

Report must analyze passenger vehicle weight's impact on vulnerable road user injuries and fatalities, road degradation, driver behavior changes from a weight fee, revenue use for safety infrastructure, and equity considerations across demographic groups and regions.

CTC must submit the report to the Legislature by January 1, 2026, including potential legislative recommendations and consideration of how zero-emission vehicle weight differences may affect adoption incentives.

Section automatically repeals on January 1, 2027.
