State Department of Developmental Services must contract with a public dental school or college by July 1, 2026, to establish a statewide dental care program for people with developmental and intellectual disabilities, with the contract expiring June 30, 2031.

The dental school or college must be accredited by the Dental Board of California or American Dental Association and have demonstrated experience working with regional centers on community-based dental care programs using teledentistry.

The program shall establish an Oral Health for People with Disabilities Technical Assistance Center to provide training, support, and systems development for regional centers and dental providers, with the goal of reducing reliance on sedation and general anesthesia for dental treatment.

Participating regional centers must designate a lead person, establish vendor agreements with oral health professionals, identify eligible consumers, and provide referrals to participating dental providers.

Department shall submit annual reports to the Legislature on program data and establish procedures and protocols to support regional center participation, including guidance on payment authorization and the vendorization process for dental professionals.
