Extends the market development payment program for plastic beverage container recycling from July 1, 2025 to July 1, 2027, with full repeal on January 1, 2028.

Authorizes the Department of Resources Recycling and Recovery to pay market development payments to reclaimers who process empty plastic beverage containers into flake, pellet, sheet, or other usable forms within California.

Authorizes market development payments to product manufacturers who purchase processed plastic materials from reclaimers and use them to manufacture plastic products in the state.

Sets maximum market development payment at $150 per ton and requires the department to consider in-state processing incentives, in-state manufacturing incentives, and available fund availability when determining payment amounts.

Makes a continuous appropriation from the California Beverage Container Recycling Fund to support the extended market development payment program beyond July 1, 2025.
