Defines "pyrolysis" as thermal decomposition of material at elevated temperatures in the absence or near absence of oxygen for purposes of solid waste diversion regulations.

Requires the Department of Resources Recycling and Recovery to amend regulations by January 1, 2026 to include pipeline biomethane converted exclusively from organic waste as an eligible recovered organic waste product for local jurisdiction procurement targets.

Makes the Town of Windsor and Windsor Water District eligible for grants under the organic waste reduction grant program for biosolids handling projects until January 1, 2030.

Contains operative provisions that coordinate with Assembly Bills 2346 and 2902 to avoid conflicting amendments to organic waste procurement target regulations, with Section 3.3 becoming operative only if all three bills are enacted.
